Studies have shown that climate change vulnerabitity and climate change is dependant on development policies. Climate change and development can not be separated as they are dependent on each other, creating a loop of feedback.

Under climate change we expect changes that will affect the economiy and development of most states. For example, if temperatires continue to rise, the breeding areas of some disease vectors, such as mosquitoes which are malaria vectors, will become larger. This means more resources being spent on the health sector, while resources become scarce as the work force is lost to ill-health.

However, development policies that eradicate poverty may empower the people to have more resources, such as mosquito repellants and mosquito nets, which will lower the risk of contracting malaria, allowing them to continute working.

Proposals are now been made that when projects are being planned assessments should go beyond how the project will affect the environment on to ascertaining how the environment, in particular climate change, could affect the project in the medium to long-term.
